"Though the process, dubbed 'phone-marking,' doesn’t forcibly require those federal agencies to grant congressional members’ request, they frequently do because of the clout representatives and senators carry in Washington. Brian Riedl of the The Heritage Foundation said the only difference between phone-marks and earmarks is that there is no 'paper trail' of members’ requests. • Under a California law passed in January, parents can trigger a change in governance at some 1,300 schools that have failed to make "adequate yearly progress" for four consecutive years. [Why wait 4 years?]

• If at least 51 percent of the parents sign a petition, they can shut the school down, shake up its administration or invite a charter operator to take over.

• Charters that open as a result of parent triggers must accept all students from the original school.

The Left complains that extension of the Bush 43 tax cuts will not reduce the deficit. They are absolutely right. The deficit will not come down until Congress freezes spending increases and cuts spending at the same time.
